RHTP Is Moving From Plans to Proof

RHTP Is Moving From Plans to Proof

CMS is starting to give us a much clearer picture of what states planned for Year 1 of the Rural Health Transformation Program.

But the official plan is only one part of the story.

Rural Care Journey compared CMS's new initiative data with the state-level opportunities, awards and implementation activity we track every day.

The gap is significant.

CMS now identifies 322 official state initiatives.

Across its focus areas, RCJ found 753 of 1,553 state-focus-area combinations where no corresponding solicitation has yet appeared.

That does not mean the work is inactive. States may use direct awards, existing contracts or broader programs.

But it suggests that much of the implementation market may still be coming.

And this matters because Year 2 begins October 31.

Year 1 was largely about moving from plans to programs.

Year 2 increasingly becomes about moving from programs to evidence:

Plan → procurement → award → implementation → milestone → measurement → outcome

That means states will need more than good ideas.

Providers will need measurable implementation plans.

And vendors will need to show more than technology—they will need to explain the workflow they change, how quickly they can deploy, what can be measured and what remains sustainable after the funding ends.

The biggest opportunity may therefore not be the RFP that is already open.

It may be the CMS-approved initiative where the RFP has not appeared yet.

That is the gap RCJ will be watching closely as RHTP enters Year 2.
